In the morning of July 29, 2022, the centralized commencement activities for the 1st batch projects of whole island closure operation construction projects of Hainan Free Trade Port were held synchronously in all cities and countries of Hainan Province, and the Hainan Provincial Public Security Department. At the main venue in Haikou Xiuying Port container terminal, the Secretary of Hainan Provincial Party Committee Shen Xiaoming announced the project commencement, the Governor of Hainan Province Feng Fei gave a speech, the Deputy Secretary of Hainan Provincial Party Committee and the Secretary of the Political and Legal Affairs Commission Xu Qifang attended the Commencement Ceremony. The provincial leaders Shen Danyang, Zhou Hongbo, Luo Zengbin, Bateer and Ni Qiang presided over the Commencement Ceremony respectively at the Haikou main venue and Sanya branch venue.

The centralized commencement projects this time were the 1st batch project of whole island closure operation construction projects of Hainan Free Trade Port. The construction of Hainan Free Trade Port was a significant measure of reform and opening up which was planned, deployed and pushed personally by the General Secretary Xi Jinping. It was a significant strategic decision-making of the CPC Central Committee for focusing on the domestic and international situations and pushing the innovative development of socialism with Chinese characteristics, also a historical selection of exploring the boundary and depth of China’s reform and opening up, promoting the Chinese economy development, constructing the Free Trade Port with Chinese characteristics and reflecting the “Chinese wisdom”. The closure operation work was a systematic project with milestone significance in the construction of Hainan Free Trade Port.

In the speech, Feng Fei expressed that, the centralized commencement for the 1st batch projects of whole island closure operation construction projects of Hainan Free Trade Port announced the formal beginning of entrance examination of Hainan Free Trade Port. The whole Hainan Province shall further strengthen the sense of responsibility and sense of urgency, fully implement the subject responsibilities, and complete the project construction with high quality. All institutions and departments shall have close cooperation, work jointly, overcome all block points and difficult points, and ensure the smooth progress of the projects. The project owners shall adhere to the ecological bottom line and safety production red line, persist on green construction, civilized construction and safety construction, and create the benchmark projects of Free Trade Zone.

The Haikou Port Xiuying Port Area and Sanya Port Nanshan Port Area, as the 1st batch projects of whole island closure operation construction projects of Hainan Free Trade Port, in accordance with the “Port Layout Scheme of Hainan Free Trade Port” and “ ‘The 14th Five-Year Plan’ (2021-2025) of Port Construction of Hainan Free Trade Port, shall increase the “second-tier ports” functions on the basis of “first-tier” ports, complete the upgrading and transformation of “first-tier” ports, and complete the check infrastructure construction of the “second-tier ports”.

According to the cargo trade system top-level design of Hainan Free Trade Port for “first-tier” opening up, “second-tier” control and freedom within the island, in order to meet the supervision demands for the cargo, articles and transportation means that Hainan Free Trade Port transports to the Mainland, Maxvision Technology will make the overall planning according to the business modes of Port Area, and reasonably design the function block layout and the business check process motion line diagrams in the construction projects of Haikou Port Xiuying Port Area and the construction projects of Sanya Port Nanshan Port Area. Maxvision Technology will newly build and transform the cargo check sites, passenger customs clearance sites, port restricted areas, quarantine treatment areas and other functional areas, allocate the closure check facilities and equipment of all areas, build the joint information informatization system, make the matching construction of customs intelligent checkpoints and customs fencing, and meet the supervision demands by 3 joint inspection institutions as customs, immigration inspection and maritime affairs. After completion of projects, the opening-up ports of the Haikou Port Xiuying Port Area will reach the III-class port standards of water transport freight, and the functions of “second-tier ports” will reach the II-class port standards of water transport freight. It is expected that, through the gradual investment and construction in the future years, the Haikou Port Xiuying Port Area will reach the I-class port standards of water transport passenger transport till 2025. The Sanya Port Nanshan Port Area will reach the III-class port standards of water transport freight, and realize the construction goal of “one port, three towns, and one base”.
