As a new product for entry-exit inspection and quarantine authorities to collect and identify health declaration cards, it supports embedded programming and provides external development interfaces. It can operate independently or be integrated in software systems. It has a structural design patent and a software copyright and algorithm invention patent.

A passenger can put his health declaration card into the product from any direction to realize linear array scanning and double-sided black-white image output. The software can identify the selected checkboxes in four directions on two sides (in Chinese and English) and output the full image of the filling page within one second. The successfully identified health declaration cards will be collected automatically; the health declaration cards not identified will be popped up, with a prompt about irregular filling.

In the conventional identification of checkboxes on an answer sheet, the common OCR technology is used and selection comparison is done by means of template matching; the filling requirements are very strict. Based on new identification and algorithm, the filling requirements for health declaration cards are much less strict. As long as either one of two checkboxes rather than both of them is marked, correct identification will realize.

The card collection and identification device with an automatic paper feeding based linear array scanner and a customized paper storage and withdrawal mechanism can generate quality optical images and technically supplement folded health declaration cards, solving problems of health declaration cards, such as double-sided images,  difficult optical photographing (of folded health declaration cards), paper seizure during paper storage and withdrawal.
 The card collection and identification device with flexible design and simple operation enables passengers to collect health declaration cards easily as instructed, reducing the indirect contact between inspectors and passengers and the mistakes due to manual statistics. Furthermore, it can be used in other inspection and quarantine management systems to realize digital saving of statistic results, making inspection and quarantine control more intelligent, stricter and simpler.
